“Never ask for permission. Just start a revolution; just do it,” said Time Warner Cable External Affairs Vice President and Policy Counselor, Fernando Laguarda, paraphrasing civil rights icon Franklin McCain at MMTC’s 2014 Broadband and Social Justice Conference last week. McCain, who died January 12, made history in 1960 with three other African American college students who, over three days, sat at a segregated Woolworth lunch counter in Greensboro, North Carolina.
But starting a revolution requires tools, and change cannot happen if people do not see how they can be used. Prior to the Civil Rights Movement, some African Americans failed to see how a sit-in demonstration could provoke widespread change, especially with the constant specter of violence against blacks looming over them. However, the Greensboro sit-in led to boycotts and similar demonstrations across the United States.
While keeping broadband affordable is important for ensuring disadvantaged communities are empowered by the Internet, relevance will be key in the years to come, according to Laguarda. “There really isn’t one digital divide. We are talking about digital divides in particular communities.”
Research seems to bear out the notion digital divides occur on the local level. One example is a recent study conducted by the Pew Internet and American Life Project, showing 15% of adults ages 18 and older do not use the Internet or email. More than a third of these adults (34 percent) reported they do not use the Internet because—for reasons ranging from not being interested, to not wanting to use it, to not needing it—the Internet is simply not relevant to them.
But Laguarda made clear Time Warner Cable has not sat on the sidelines of efforts to improve Internet access and make it more affordable. “Time Warner Cable and the cable industry are proud of the fact they have invested billions of dollars to ensure its world class networks are out there in front of communities … Time Warner Cable participated in Connect to Compete—a voluntary initiative to offer low price Internet to communities in partnerships with schools.” Also, in partnership with the League of United Latin American Citizens (LULAC), Time Warner Cable is working with local communities to provide computer learning centers. “But what we are learning is the relevance of the Internet to particular individuals is what is important,” Laguarda noted.
